Suspended (swing stage) scaffolding is among the highest-risk operations on any NYC high-rise job site. The combination of elevation, dynamic movement, and suspension system complexity makes proper training, equipment inspection, and continuous fall protection absolutely non-negotiable.
Access Requirements — Non-Negotiable
- All workers must hold a valid 16-hour NYC suspended scaffold training card
- A DOB-Licensed Rigger (Special Rigging or Suspension) must be physically present on site during all suspended scaffold operations
- Approved erection drawings must be on site and available to the SSM at all times
- Scaffold must display a valid scaffold inspection tag — updated after every inspection
Pre-Shift Suspension System Check
- Outrigger beams: Properly positioned per drawings, bearing on structural surface — never brick or parapet alone
- Counterweights: Correct weight per drawings, secured with wire, cannot be moved or removed
- Wire rope: Inspect for kinks, birdcaging, broken wires (remove from service if ≥ 2 broken wires in 6-rope-diameter length), corrosion
- Hoist mechanism: Rated load posted, hook safety latch functional, brake tested before use
- Platform: Guardrails 42"/21" present; toeboard in place; no gaps in planking; stable underfoot
Fall Protection — 100% Tie-Off Required
- Independent lifeline (separate from the suspension system) required for every worker — minimum 5,000-lb rated anchor
- Double lanyard required — maintain 100% connection when moving between anchor points on the outrigger system
- Do NOT anchor your lifeline to the scaffold itself — independent anchorage only
- Wind limit: operations must stop when sustained winds exceed 25 mph (check weather before each shift)
NYC BC §3314 — Suspended Scaffold Requirements
- Daily pre-shift inspection by SSM, documented in PL-001 and PL-003 (Suspended Scaffold Daily Log)
- Notification to DOB required for certain suspended scaffold operations — confirm permit status with your GC
- Exclusion zone on the ground below the swing stage — barricade and post signage
- FDNY may require special notification for high-rise work — verify with CSFSM
