Tower cranes dominate the NYC skyline — and they are operating directly over your head on this site. Every ground worker and every worker on upper floors must understand the hazards of working in a crane's operational zone and follow the rules that keep everyone alive. A dropped load or swing collision is unsurvivable.
The #1 Rule — Never Walk Under a Suspended Load
- No worker, visitor, or inspector should ever position themselves under a load that is being hoisted or swung
- If the crane is operating, assume it could swing or drop at any time. Get clear of the load path before work resumes
- The SSM establishes and marks the crane exclusion zone — stay out of it unless your work requires entry, and only with the operator's awareness
- On NYC sites: pedestrian exclusion zones on the sidewalk and street are required whenever the crane is operating over public property
Signal Person Authority
- Only one designated Signal Person communicates with the operator during a lift — everyone else steps back
- If you see an unsafe condition, raise your hand in the STOP signal — the operator is trained to stop at any STOP signal, regardless of source
- Never signal the operator informally — even a casual wave can be mistaken for a lift command
- Signal Person must have line-of-sight to the operator OR use a radio — never relay signals through a third party
What to Do if Something Goes Wrong
- Falling or swinging load: shout "HEADS UP" and move perpendicular to the load path — never run directly away from a swinging load
- Crane contact with power line: stay clear, call 911, keep others away — 100-foot exclusion zone until ConEd confirms line is de-energized
- Crane structural alarm or mechanical failure: evacuate the area immediately — crane operator will have specific protocols
NYC DOB Crane Requirements
- DOB Crane Permit must be posted at the crane — verify it's current before any work begins near the crane
- Crane operator must hold a valid DOB Crane Operator license — check it
- Daily pre-operation inspection documented in PL-004 (Crane Daily Log) before first lift
- Critical Lift Plan required for picks exceeding 75% of the crane's rated capacity or lifts near power lines
