Hazardous Substances

New York City's built environment contains decades of hazardous materials. Demolition, cutting, grinding, and core-drilling on any pre-1980 building may expose workers to asbestos, lead paint, and crystalline silica — three substances that cause serious, irreversible illness. Ignorance of these hazards is no protection.

Crystalline Silica — The Invisible Killer
Asbestos — Pre-1980 Buildings in NYC
Lead Paint — Renovation on Older Structures
NYC Asbestos Control Program (ACP)
  • NYC DEP ACP7 form required before any work on a building where asbestos may be present
  • Penalties for unapproved asbestos disturbance: up to $10,000/day + stop-work order
  • NYC Health Code §24-146 requires abatement notification to DEP before demolition or renovation work
  • All three substances — silica, asbestos, lead — are regulated under NYC's stricter standards in addition to OSHA's federal requirements
Discussion Questions
  1. You're core-drilling through a concrete wall. What controls must be in place to reduce your silica exposure?
  2. During demolition, you pull back drywall and find gray fibrous pipe insulation. What do you do?
  3. A coworker is grinding a painted steel beam with an angle grinder. The building was constructed in 1965. What hazard is present and what protection is required?
  4. What does it mean to take-home contamination, and why is it prohibited?
