Guardrail systems are the most commonly used passive fall protection on NYC construction sites — they protect workers without requiring any action on the worker's part. But a guardrail that doesn't meet code is worse than no guardrail at all, because it gives workers false confidence. Know what a compliant guardrail looks like and never work behind one that doesn't meet the standard.
OSHA Guardrail Dimensions — No Compromise
- Top rail: 42 inches ± 3 inches above the walking/working surface (39–45 inches acceptable)
- Mid-rail: Midway between the top rail and the floor — approximately 21 inches
- Toeboard: Minimum 3.5 inches high, maximum 1/4-inch gap at floor — required wherever tools or materials could fall on workers below
- Screens or mesh: Required between top rail and toeboard when materials are stored near the edge
Strength Requirements
- Top rail must withstand 200 lbs of force in any outward or downward direction — do not lean on temporary guardrails
- Mid-rail must withstand 150 lbs of force
- Wire rope used as top rail: minimum 1/4-inch diameter, flagged every 6 feet with high-visibility material
- Pipe rail systems (standard on NYC scaffolding): 1.5-inch schedule 40 minimum
When a Guardrail Must Be Removed
- If guardrail must be temporarily removed for material delivery: PFAS required for all workers in the area; SSM must be notified
- Replace the guardrail immediately after the operation is complete — do not leave the opening unprotected
- Never remove a guardrail without SSM authorization in writing (documented in PL-001)
- Gate or chain-type openings: must be self-closing and self-latching — prop-open gates are a violation
NYC BC §3308 — Additional Requirements
- Perimeter cable systems on structural steel require flagging and a separate PFAS system — cable alone does not meet the NYC standard for open-sided floors
- Temporary floors used as work platforms require guardrails on all open sides and ends
- Ramps and walkways 6 feet or more above lower levels require guardrails on open sides
