Mobile cranes on NYC construction sites operate in tight urban spaces with workers, pedestrians, and other equipment all in close proximity. The swing radius of a crane counterweight and the fall zone beneath a suspended load are not places workers belong — ever. Being struck by a crane is consistently in the top causes of construction fatalities in New York City.
The Non-Negotiable Rules
- No worker inside the swing radius when the crane is operating — this includes the counterweight radius, not just the boom radius
- No one under a suspended load — ever. Load must be traveled over a protected, barricaded path
- No walking under the boom even when no load is attached — a boom failure can and does happen without a load
- Proximity to energized lines: 20-foot minimum between any crane component and overhead power lines — 50 feet for lines > 350kV
Your Responsibilities as a Non-Crane Worker
- Know the swing radius of the crane operating on your site today — the GC should mark it or post the information
- Make eye contact with the crane operator's designated spotter before crossing any zone near the crane
- Never assume the operator sees you — crane operators have significant blind spots, especially to the rear and below the hook
- If the lift plan shows a load traveling over your work area: your work area moves. No exceptions
NYC DOB Crane Rules- All crane lifts within NYC must have a Certified Lift Director (CLD) present for any critical lift (Special Inspection)
- All rigging for NYC crane operations must be performed by a licensed rigger (NYC rigger's license required)
- Crane assembly and disassembly in NYC requires a separate permit and Certified Crane Operator
Discussion Questions- Where is the mobile crane swing radius on this site, and how is it marked or communicated to workers?
- You need to cross through the crane's travel zone to reach your work area. What must you do before crossing?
- A load is being traveled over your work area. What is the correct action?
- What is the minimum clearance from overhead power lines for crane operations on this site?
