Supported and suspended scaffolds on New York City streets and building facades routinely put workers within feet of overhead power lines. ConEd distribution lines at 13,200 volts run along nearly every NYC block. Contact between scaffold components, tools, or workers and an energized overhead line is nearly always fatal.
OSHA 1926.451(f)(6) — Clearance Requirements
- Scaffold erection and use within 10 feet of energized power lines is prohibited unless the lines are de-energized or insulated
- 10-foot minimum applies to all scaffold components: frames, planks, tools, and personnel — not just the platform
- For lines above 50kV: add 4 inches per 10kV above 50kV — ConEd 13kV lines require the standard 10 feet
- Measure the distance from the nearest scaffold component to the nearest conductor — not center-to-center
Before You Erect Near Power Lines
- Identify all overhead lines in the erection zone before any scaffold component is raised
- Contact ConEd (800-752-6633) to request de-energization or installation of temporary insulating sleeves (rubber hose guards)
- A designated spotter must be assigned during erection — their only job is to watch the power line clearance
- Document the clearance evaluation in the SSM daily log before erection begins
When Lines Cannot Be De-Energized- ConEd installs temporary insulating hose guards at no charge for short-duration work — allow 5 business days' notice
- Hose guards protect against accidental contact but do NOT make the line safe to touch intentionally
- NYC DOB may require a special permit for scaffold erection within 15 feet of overhead utilities on some sites
